About Us

Our History & Philosophy

Our History – CEAD (Central East Alcohol and Drug) Council was first incorporated in 1972, known at the time by the name Coles County Council on Alcoholism, and opened the first facility in 1973.  At the time, the only services offered were Social Setting Detoxification and Residential Treatment.  


The first satellite offices opened in Mattoon and Shelbyville, offering outpatient services that were more conveniently located to serve our rural community.  Over the next decade, CEAD Council expanded even more by adding outpatient offices in Charleston as well as prevention services, women specific services, and an adolescent outpatient program.  


In 2020 we began using the name “Hour House” as a reflection of the history behind our main campus office as well as the nature of recovery being in steps “one hour at a time”.  


Treatment Philosophy – The Hour House’s treatment philosophy has many facets, starting with the therapeutic environment that is provided to clients. While providing a safe space for clients to share their experiences, they are still able to socialize, get exercise, and perform daily living tasks to maintain a sense of independence.


Clients are involved in assessment of the need for use of medication assisted recovery and in working with prescribers to obtain the medications that best meet their needs. We use a harm reduction approach in our interventions, assisting clients who experience relapse to assess their recovery patterns and make adjustments as needed with the support of professionals. Overdose reversal medications are widely available at all of our agency locations and are distributed to clients regularly. The agency's community programs also assure that there is a ready supply of overdose reversal medications in as many community locations as possible. 


Trauma-informed care is used at Hour House by first recognizing the impact of trauma, the signs and symptoms of those who deal with substance use disorders, and how it effects family members of clients. Once those things are understood, steps are taken to ensure that clients feel safe, empowered, and supported. Gender-specific groups help with any underlying trauma and creates a support group of peers, without the risk of re-traumatization. By working with both the client and their family members, treatment plans are created to ensure collaboration and give direction and purpose to the client’s recovery.

Teressa M. Perdieu, MA, CADC

 

Executive Director


As our organization's executive leader and CEO, Teressa is the Authorized Representative for the Department of Human Services-Substance Use Prevention and Recovery, manages contracting, funding, and employee relations, and works with the leadership team in planning new projects.

She has worked for our agency since 1984 in almost every aspect of agency operations, including direct service, clinical supervision, and administration. Teressa has devoted her career to work in the substance use disorder field and is deeply proud of our work and the lives our team impacts every day.

Sara A. Harwood, BS

 

Business Director

B.S. in Accounting, A.S. in Business Administration


Sara is responsible for the overall direction, coordination, and evaluation of several departments at Hour House that are integral to our role in prevention and treatment services, including Accounting, Dietary, Housekeeping, Maintenance, and Management Information Services.

Her experience includes professional accounting for state education, private industry, and public accounting.

Janna Overstreet, MA, BS

 

Program Director

M.A. in Gerontology & B.A. in Psychology


As Program Director, Janna leads the clinical care team of coordinators, clinicians, and monitors. She is responsible for clinical program development, recruitment, interviewing, training new and continuing staff, coordination with external agencies, and ensuring compliance with clinical rules and regulations.

Janna has worked in non-profit organizations and education since 1982. At the Hour House, she has worked in Detox, Women's, Outpatient, and Prevention Services. Additionally, she served as Program Director of county-wide Outpatient Substance Abuse, HIV, Prevention, and Mental Health Services.

At Lake Land College, she served as Coordinator of Dislocated Worker Services. She also served as Psychology adjunct faculty at Eastern Illinois University and Lake Land College for 20 years. Additionally, she served as Director of the Academy of Lifelong Learning at Eastern Illinois University and Executive Director of the Osher Lifelong Learning Institute at Ringling College of Art and Design in Sarasota, Florida.

Sandy Norman, AS, AAS

 

Administrative Assistant

Associate in Science & Associate in Applied Science


Sandra has assisted the administrative staff at the Hour House since 1994.

Before becoming the agency's Executive Secretary, she worked as the Program Secretary for Mattoon Adult Outpatient. After the agency was awarded a federal grant to expand adolescent services, Sandy focused her work on the Adolescent Outpatient program. 

At present, Sandy is the Administrative Assistant and supervises clerical staff at the Hour House.

Ambrosia Branson, DHSc

 

 Associate Director of Workforce and Organizational Development

Doctorate of Health Sciences


With a passion for advancing recovery resources and community health, Ambrosia brings both professional experience and academic expertise to her role at Hour House. She began her work with the agency through the Recovery Oriented Systems of Care (ROSC), later overseeing the Circle of Care project. She also gained valuable experience as a public health professional during the COVID-19 pandemic, which strengthened her commitment to serving communities during times of crisis.

Ambrosia recently earned her Doctorate of Health Sciences at A.T. Still University, building on a Bachelor’s degree in Health Administration and a Master’s degree in Health Promotion and Leadership from Eastern Illinois University. In her current role, she oversees grant writing, fundraising, marketing, and communications, leveraging both her academic expertise and professional experience to strengthen recovery resources across Illinois.

Karen Cook, MA, BS

 

Associate Director of Community Programs

M.A. Public Policy & B.S. Family Consumer Science


Karen is a dedicated and accomplished professional with a strong academic background, having earned a Bachelor's degree in Family Consumer Science and a Master's degree in Public Policy from Eastern Illinois University. She is deeply passionate about supporting communities and identifying resources that effectively meet the unique needs of individuals in recovery from substance use disorders.

As the Associate Director of Community Programs, Karen supervises all of the agency's community services programs and assures that they meet or exceed grant requirements. Karen assures that the prevention, intervention, and recovery-focused activities are planned and executed with quality of care. Her work is driven by a deep commitment to making a meaningful difference in the lives of those affected by substance use disorder and that communities become stronger and more resilient through comprehensive support and care.

Melissa Parker, BA, CADC

 Associate Director of Clinical Services

B.S. in Family Services & Certified Alcohol and Drug Counselor


As the Associate Director of Clinical Services, Melissa leads the Clinical Coordinators, Clinicians and Monitors. She assists with recruitment, interviewing, training new staff and continuing staff, coordination with external agencies, and ensuring compliance with clinical rules and regulations.

Through her work with the agency for over two decades, Melissa has worked as a clinician within the Residential milieu with adolescents and women, Outpatient services for adolescents and men, Gambling services, and completed DUI evaluations. Melissa previously served the agency as the Clinical Coordinator for the Adolescent Residential Program, Adolescent Outpatient, Mattoon Outpatient, Charleston Outpatient, Shelbyville Outpatient, Intake, Gambling, and DUI services.

Dydra Arnold, MS, LPC, NCC, CADC

 Men's Extended Care Coordinator

M.S. Clinical Counseling, Licensed Professional Counselor, National Certified Counselor and Certified Alcohol and Drug Counselor


Dydra supervises our men's extended care programs. Dydra has years of experience in our intake, residential, halfway and outpatient settings. She enjoys connecting and working with clients to assist them on their path to recovery. One of the most meaningful parts of her job is being able to witness clients reclaim their lives throughout their time in our services.

John (Andy) Brandenburg, BS

 CORS Program Coordinator

B.S. in Human Services


Andy oversees the Community Outreach and Recovery Support (CORS) program, spanning three counties that assists individuals, families, and youth facing Substance Use Disorder (SUD) and/or Opioid Use Disorder (OUD) or housing instability. This program utilizes the involvement of peers in recovery, known as Recovery Navigators or Certified Peer Recovery Support Specialists (CPRS), who guide community members in accessing resources, serve as pillars of hope, and act as advocates. This approach empowers both the employees and those they assist.

With eight years of experience in law enforcement, Andy brings a unique perspective to his role. He also has personal experience with SUD, having witnessed both sides of the law. This background has provided him with a firsthand understanding of the challenges associated with SUD, fostering a deep empathy for those he serves. Currently, Andy is attending Eastern Illinois University to pursue a Bachelor's degree in Human Services and aspires to continue serving the wonderful people of Coles, Douglas, and Edgar Counties.

Amy Bullington, MS, CADC, GCE

  Outpatient, Gambling, and DUI Coordinator

MS in Counseling Psychology, Certified Alcohol & Drug Counselor, & Gender Competency Endorsement


Amy serves as the Outpatient, Gambling, and DUI Coordinator. She has a Master of Science Degree in Counseling Psychology, is a Certified Alcohol and Drug Counselor, holds a Gender Competency Endorsement, recently received her gambling certification, and brings decades of experience to the field. She works closely with clients and staff to ensure quality, coordinated care across programs. She is passionate about helping individuals recognize growth and achieve lasting change.

Tammi Clancy, MS, CADC

 Women's Extended and Outpatient Coordinator

M.S. Family Services, Certified Alcohol & Drug Counselor


Tammi is the Coordinator of Women's Outpatient, Recovery Home, and Outpatient services. Tammi serves as the Women's Extended and Outpatient Coordinator. With decades of experience in the substance use disorder treatment field, she sees firsthand the effect of substance use treatment upon individuals and families in our communities.

Tammi began her career in the field in 1993 with Hour House and has worked across both inpatient and outpatient settings, providing services to adolescents, men, and women. She became a Certified Alcohol and Drug Counselor in 1998 and brings a deep understanding of gender-responsive and developmentally appropriate treatment approaches. 

A proud graduate of Eastern Illinois University, Tammi earned her Bachelor's Degree in General Studies in 2000 and her Master's Degree in Family Services in 2003. She was honored to present on Substance Use Disorders at the National Rural Institute on Alcoholism and Drug Abuse and has received multiple recognitions to the field, including the Lincoln Land Legend Award in 2009 and the Outstanding Alumni Award from EIU's Family and Consumer Sciences Department in 2018.

Brooke Dundee, BS

 Accounting Supervisor

B.S. in Accounting


Brooke supervises all accounting activities of the agency, including oversight of receipts, collections, disbursement, banking, protection and custody of funds, securities, and financial instruments, either by performing the accounting duties personally or through subordinates.

A native of Charleston, Brooke graduated from Eastern Illinois University. Since graduation Brooks has worked in accounting for private industry.

Brooke is thrilled to be a part of the agency and looks forward to a long and rewarding career.

Michelle Eaton, MS, BS

 Prevention Coordinator

M.S. Education in Guidance & Counseling & B.S. Education in Business Education, Teacher's Certificate (6-12 grade), & Certified Prevention Specialist


Michelle provides substance use disorder prevention services for Coles, Cumberland, Douglas, Effingham, Moultrie, and Shelby Counties as Prevention Coordinator.

Michelle has worked for Hour House since 1996 and is excited about the growing resources the agency can offer for primary prevention. Her belief in treating everyone the same, no matter where they are in their life, helps her be the best example, educator, and peer that she can be.

Jenna Hayes, BSN, WFN

 Recovery Outreach Supervisor

B.S. Nursing 


Jenna is the Recovery Outreach Supervisor overseeing the Recovery Oriented Systems of Care (ROSC) Council Program. Our ROSC Council Program includes six ROSC Council Recovery Navigators across eight Counties throughout East Central Illinois. The ROSC Council Program has six ROSC Council Coordinators and six ROSC Council Recovery Navigators whose goals are to help reduce stigma and help bring amazing change and positivity into their communities.

Jenna holds a Bachelor's degree in nursing from the University of Illinois and loves doing community work. Jenna's background includes working on the ROSC Council Project in some capacity for over six years including being the first ROSC Council Coordinator when the Hour House was first awarded the ROSC Council grant in 2018. In addition to working as the ROSC Council Coordinator for six Counties, she also worked with the Statewide side of the ROSC Council Project as a Mentor for Region 4 throughout the state. Jenna is excited to continue her work with the Hour House and the ROSC Council Project and is ready to help her staff continue to make impactful community changes throughout East Central Illinois.

Teresa Johnson, LPN, CADC

 Healthcare, Intake, Withdrawal Management, and Stabilization Unit Coordinator

Licensed Practical Nurse, Certified Alcohol and Drug Counselor


Teresa is responsible for managing the daily operations of the Healthcare Unit while overseeing the healthcare needs for all residential programs. She also assists with the development, implementation, and refinement of healthcare-related policies and practices across the agency to ensure quality care, compliance, and continuity of services. Teresa is a Licensed Practical Nurse, and received her CADC in 2025.

In addition to healthcare coordination, Teresa manages the Intake Department, which serves as the initial point of contact for many individuals seeking treatment. Through this role, she works to reduce barriers to care and support timely access to recovery services. Teresa also oversees the Withdrawal Management Unit and developed and implemented the Stabilization and Transition Unit to support clients when they need acute care. 

Teresa has worked in the addiction field since 2016 and is deeply committed to advocating for underserved populations. Her combined clinical experience, leadership, and passion for recovery services help support safe, effective, and compassionate care throughout the agency.

Cheri Kinsel

 Monitor Supervisor 


As the Monitor Supervisor, Cheri supervises all the monitors for the agency. She works one on one with them to train them in various aspects of their jobs. Cheri is in charge of maintaining and updating the monitor schedule, as well as covering any shifts as needed. She also works with the rest of the management team to meet other needs for the agency.

Cheri started working for the Hour House 14 years ago as a monitor, working in various programs across the agency. Since then she has continued to learn and train new monitors. Cheri is excited for this new position as the Monitor Supervisor, to be able to be more available for training and any needs the monitors may have.

Mark Klingler

 Facilities Coordinator


As the Facilities Coordinator Mark oversees all Dietary, Housekeeping, and Maintenance staff. Mark manages the properties, equipment, and equestrian services of the organization to assure the highest standards of safety, effectiveness, and efficiency.

His experience includes carpentry, farming, plumbing and HVAC, water conditioning, and commercial kitchen operations. Mark has owned and operated his own business sine 1997.

Heather Keltz, BS

 Human Resources Coordinator

B.S. in Business Administration


As the Human Resources Coordinator, Heather is responsible for HR compliance, policy, talent acquisition, orientation, and employee training. 

Heather graduated from Parkland College with her Associates Degree in Business Administration and from Eastern Illinois University with her Bachelor's Degree in Business Administration. Heather has a Human Resources background in the clinical setting offering a wealth of knowledge through experience. Heather prides herself in offering support to everyone she can. She believes in providing opportunity for individuals to access recovery. Heather's passion for supporting individuals shows through her role as our Human Resources Coordinator.

Nancy Phillips, MS, CAADC, CFPP

  Illinois Family Resource Center Coordinator

M.S. in Educational Psychology, Certified International Alcohol and Drug Counselor, & Certified Family Partnership Professional


Nancy is responsible for coordinating the statewide Illinois Family Resource Center project.

With over 40 years working in the Substance Use Disorder field in both treatment and prevention, as well as “Lived Experience” with family members experiencing substance use disorders, she feels so fortunate to give back and make a difference in our client’s lives.

Leanna Morgan, BS

 BASE Program Coordinator

B.S. in Organizational Development


Leanna is a proud native of Coles County and a graduate of Eastern Illinois University, where she obtained a Bachlors of Science degree in Organization Development, complemented by a minor in Organizational Leadership. Her academic qualifications also include an Associate in Applied Science in Human Services, with a concentration in Psychology, from Lake Land Community College, during which she identified her passion for non-profit work.

In 2022, Leanna began her career at Hour House as Douglas County Recovery Oriented Systems of Care (ROSC) Council Coordinator. She has committed herself to assisting communities in identifying barriers and developing additional pathways for individuals to access essential resources and services. In 2024, she progressed to a leadership role as the BASE Program Coordinator.

Leanna is passionate about educating individuals, families, and communities about substance use disorders and harm reduction strategies. As an advocate for social change, she strives to create healthier communities. Drawing upon her lived experiences, Leanna seeks to develop innovative and effective strategies that empower individuals, especially youth and emerging adults, on their recovery journeys, supporting them in achieving lasting and transformative change.
