The central focus of the ROC-ISN is to create an infrastructure, or "system of care", with the resources to effectively addess the full range of substance use problems within communities. For more information about the history of the ROSC model, visit the Peer Recovery Center of Excellence.
In addition to adopting the ROSC model statewide, the Illinois Department of Human Services' Substance Use Prevention and Recovery (SUPR) has implemented local ROSC Councils in numerous communities through its Recovery Oriented Systems of Care - Illinois Statewide Network (ROSC-ISN) program.
